A freedom of information request was filed with the Nuclear Regulatory Commission for information about nuclear plant operations that had been provided voluntarily by the plants to the commission on the agreement that the information be kept confidential even though it did not involve trade secrets. The commission refused to release the information claiming it would injure its working relation- ship with the plant operators. Was this a proper reason to refuse the information request?
