This overlapping and complementarysystem of government allows for citizens at all levels to developtheir own governance structures and provide services toconstituencies. However there appears to be drawbacks to thesesystems as well as each State and Local government pursues its owngovernment methodology with differing results. Each of thesesystems has its strengths and weaknesses.
